Position: Director for Air Traffic Controller Training and Development, EV-0340-02, (ATOA)

Duties: The Director for Air Traffic Controller Training and Development provides executive leadership, direction, and guidance for the planning and development of all current and next generation air traffic controller training for the Federal Aviation Administration.  He/she is responsible for the incorporation of new, state-of-the-art training approaches, research and best practices to build the next generation controller training program, as well as the development of requirements for all classes associated with the training and development of air traffic controllers at the FAA Academy. The Director oversees the formulation of budgets and funding to support centrally funded controller training functions and programs for both centralized and decentralized training delivery and serves as the expert on all matters associated with the development and awarding of contracts to deliver and/or support all air traffic controller training.  He/she interfaces and integrates training and curriculum with colleges and universities as they support the development of air traffic controller skills for their students and oversees the assessment of competencies for controllers who complete training with both external and internal training providers.  The Director works closely with the Superintendent of the FAA Training Academy, the agency’s Chief Learning Officer and the ATO Vice Presidents to ensure consistent application of corporate training policies and procedures.


In addition to the leadership requirements common to all executive positions, this position requires the following:

1. Experience leading and directing a large complex multi-faceted technical training program. (Including: needs analysis, design, development, and implementation of effective training and development solutions; methods to enhance transfer of learning; and evaluation and performance measurement.)
2. Experience in designing and developing new state-of-the-art approaches in technical training that have proven to be effective in government and/or industry.
3. Demonstrated knowledge and skills in applying a variety of educational techniques, practices and tools.
